They literally made 0 playable wolves. Genshin - to get a chest you need to kill friendly wolves. HSR - they made a hottest werewolf race and turned them into basic enemies, only fox boys allowed.
ZZZ - Romeul. Instantly betrayed and captured. Probably removed.

He is a male character. Male characters sell out badly. Just like my lion boy.
And he has no tail.
So Hoyo probably won't make him playable. And just like Hoolay he probably will stay as a boss forever.
