One of the biggest questions raised by the new NEMTAC® Phase 2 Rate & Cost Structure Survey:
Has the industry fully differentiated the operational realities between different Levels of Service?
Not all NEMT transportation involves the same:
• trip complexity
• passenger support
• operational exposure
• staffing
• risk
The future of NEMT may depend on understanding those differences more clearly.

NEMT is increasingly being viewed as healthcare access infrastructure — not simply transportation.
That shift affects policy, funding, standards, interoperability, compliance, and operational expectations.
The May edition of NEMT Today examines where the industry is heading.

Why do NEMT rates vary so widely—and what does that mean for building a stable network?
Across regions, brokers are balancing:
• cost vs. level of service
• mode of transport vs. trip need
• provider availability vs. performance
When those don’t align:
→ coverage gaps
→ escalations
→ inconsistent performance
NEMTAC® Rate Structure & Trip Economics Survey (Phase 2) is open.
📅 Closes May 15

NEMTAC® is hiring a 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗠𝗮𝗻𝗮𝗴𝗲𝗿 – 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻.
This role is responsible for managing and scaling NEMTAC’s education programs, supporting instructor-led training, and helping advance education aligned with national NEMT standards.

Standards work is getting harder in NEMT—and that’s a good sign.
Last week, across seven NEMTAC Advisory Committees and the ANSI OMF Forum, one shift became clear:
We are moving from discussion to enforceable structure.
Here’s what that looks like in practice:
1. Consensus is no longer passive
Stakeholders must explicitly state positions (concur / comment / object)
Silence is no longer treated as agreement
Standards must demonstrate measurable consensus before advancing
This is how standards become defensible—not just published.
2. Core definitions are being locked in
Data definitions approved and moving to public comment by May 15
KPI guidance focused on formulas (not contracts), including on-time performance and provider no-show
Vehicle & Equipment Safety guidance advancing with industry concurrence
These are the building blocks for how performance is measured across the industry.
3. Risk and accountability are not theoretical
Across committees, the same issue keeps surfacing:
Inconsistent definitions
Misaligned expectations between brokers, providers, and regulators
Real-world consequences when systems fail
Standardization is how that gap gets closed.
4. AI is now part of the standards conversation
At the ANSI OMF Forum, focus areas included:
AI’s role in standards development
Copyright implications of incorporation by reference
The requirement for human oversight in AI-generated outputs
This will directly affect how standards are written and used going forward.
Bottom line:
The NEMT industry is starting to define itself more precisely.
That process is more demanding—but it’s what enables real adoption, accountability, and long-term credibility.

Healthcare systems talk about discharge delays, missed appointments, and readmissions.
One factor often overlooked: transportation access.
When transportation fails—even slightly—the effects ripple across the healthcare system.
The latest issue of NEMT Today® explores why it matters.
