The knowledge, infrastructure, and stockpile still exist regardless, and the knowledge is already embedded across institutions.
It's a country of over 90 million people, not some backwater.

@ginamilan_ Everything in hindsight. She had family (daughter and son-in-law) living nearby, friends keeping an eye on her presumably, and apparently it was a very quiet, nothing happening, area.
It might seem inadequate now, but, she's lived there up until now without incident, so.....
