Mexico’s Supreme Court ruled prohibition unconstitutional in 2018, but the road to legal access has been slow. Legislation to regulate the cannabis market had been proposed and deliberated on, but extensions were asked for as deadlines were missed, and nothing was passed.

Though the Governor pushes back on the “decriminalization” characterization, HB 652 prevents arrest or prison time for those in possession of up to 14 grams of cannabis, moving the offense to a ticketed misdemeanor with a maximum fee of $100.
