AFRICA SPEAKS: STRATEGIES TO IMPROVE THE CRIMINAL JUSTICE SYSTEM IN AFRICA
โWHAT IS HAPPENING?
On 26th September, the United Nations will hold the 15th United Nations Congress on Crime Prevention and Criminal Justice in Abu Dhabi up to 01st October 2026.
โWHY SHOULD YOU BOTHER?
This Congress will set the world agenda for crime prevention and criminal justice for the next five years.
โARE YOU REPRESENTED?
African countries will be attending this conference and therefore it is important to have voices from Africans on what they recommend to improve the criminal justice system.
โHOW DO YOU CONTRIBUTE?
The United Nations African Institute for the Prevention of Crime and the Treatment of Offenders (UNAFRI) will hold an X Space on Friday 25th September to give a platform to Africa to share their views and recommendations to improve the criminal justice system in Africa.

For years, defenders of human rights in Uganda have been threatened, abducted, prosecuted and tortured. We have been dragged through SLAPP suits (lawsuits filed to silence critics rather than to vindicate any genuine claim), deported, and shut out of the work that our profession and our conscience demand of us. When we raised the alarm, we were dismissed as alarmists. Now, piece by piece, the truth is coming out.
The weaponisation of the courts to persecute political opponents can no longer be denied. Dr Kizza Besigye and Hon. Erias Lukwago are held on treason allegations that collapse under the lightest scrutiny. Meanwhile, the Chief of Defence Forces openly boasts of denying them bail, of overpowering them, and of handing down sentences against Ugandans persecuted for their politics.
When a serving military commander speaks as though he holds both the keys to the prison and the pen of the judge, the independence of the judiciary is not merely threatened. It is openly mocked. The right to apply for bail under Article 23(6) of the Constitution, and to have that application decided by an independent and impartial court, rests on the presumption of innocence in Article 28(3)(a). It is not a favour to be granted or withheld at the pleasure of the army.
A court that can be commanded is no court at all. A justice system turned into an instrument of political reprisal endangers every Ugandan, not only those in the dock today.
