To clear some things up regarding the Greek government's stance:

The veto is directly linked to Dynagas, a private Greek shipping company (owned by George Prokopiou). The company owns highly specialized, multi million dollar icebreaker vessels (Arc7 LNG carriers), which were custom built specifically for the Yamal LNG project in the Arctic.
These ships cannot be deployed anywhere else. Implementing the sanctions as they currently stand, would lead the company to financial collapse, forcing it to sell the vessels at a fraction of their value to non Western entities, such as Chinese owned firms, Russian state enterprises (like Sovcomflot) or even US and Japanese competitors.

In short, the Greek company would be forced to fire-sell these state of the art, incredibly expensive icebreakers to non-EU players, who would then simply use them to carry on transporting Russian gas as usual. Russia would still get the job done, but European shipping would lose both its assets and its revenue!

This isn’t about corruption or “protecting an oligarch” in the traditional sense. It’s about shielding the strategic sector of the shipping industry, in which Greece, and by extension Europe, hold a leading position globally.

It is worth noting that Athens is not alone in this. For example, Austria has also expressed disagreement to the same package in order to protect its own banking interests (Raiffeisen). Brussels is in consultations to find a compromise formula so that final approval can be granted!
