One issue is that it is very much a product of the Chinese Marxist rhetoric system, and the substance is not obvious to distinguish from the form for readers unused to CCP lingo, so most readers wouldn't necessarily get a lot from it.
For example it will heavily emphasize that the process is a scientific one and the CCP gets feedback from the people etc., but that is obvious and no government would say reality on the ground doesn't matter, and not everyone will understand where there's the actual content and rupture with previous governance ideas.
