@EdKrassen You’re right @EdKrassen and it makes sense if you think of it like speeding. If you’re caught driving at 60 in a 30mph zone, there is no “victim” per se, but the fine imposed will hopefully curtail your reckless behaviour in the future and has been imposed to make society safer.
