He was appointed by the Shah, and when the actual DEMOCRATICALLY ELECTED parliament tried to impeach him for his corruption, he dissolved the parliament. He the set up a sham illegal "election," which was against the Iranian constitution, and had thugs with clubs standing at the polls and didn't allow the voting to be secret!!!! He was the naturally "elected" with a North Korean level 99% of the vote!!!! 😀😀 He was the anti democratic thug. Shah actually restored the constitutional order by arresting him! There's even a Wikipedia page about it FFS!
