Russia, Ukraine, Belarus, Kazakhstan, US, and UK were all parties to the Budapest Memorandum.

Belarus accused US of violating Article 3 of the Memorandum [Photo 1] by sanctioning Belarus, and the US responded to Belarusian complaints by stating that the Memorandum was not legally binding [Photo 2].

Whether you take America's argument that their sanctions was not to gain any advantage is not really relevant as again, they clearly state that it was not legally binding.

The Budapest Memorandum was first violated by the United States as the US sanctioned Belarus which was explicity prohibited under the Memorandum.

Not that it matters, I consider all pre-2014 agreements to have become null and void in their entirety as the result of the Far-Right Maidan Coup.

The Ilovaisk "Green Corridor" agreement required Ukraine to leave their equipment, Ukrainian command however ordered the troops to take their equipment with them so the Russians and Separatists then slaughtered them.

In regards to the Minsk agreement, both sides violated the ceasefire. And Russia conducted the Special Military Operation because Russia received no words about Ukraine’s readiness to swiftly start the implementation of the Minsk agreements.
