Resignation Is Not Responsibility: Kolkata Deserves Better

The resignation of Kolkata Mayor Firhad Hakim, along with the absence of several councillors and representatives associated with the former ruling establishment, raises serious questions about public accountability and political responsibility.

Public office is not merely a position of power; it is a solemn commitment to serve the people, especially during challenging times. Kolkata today stands at a critical juncture. With the onset of the monsoon season, the city faces recurring challenges related to waterlogging, drainage management, public health concerns, road maintenance, and emergency preparedness. At such a moment, citizens expect their elected representatives to stand beside them, address their concerns, and ensure the smooth functioning of civic services.

Instead, what the people have witnessed is a mass retreat from responsibility.

Political disagreements and electoral setbacks are part of any democratic process. However, governance cannot be abandoned simply because political circumstances have changed. There is a fundamental distinction between political affiliation and public duty. While political fortunes may rise and fall, the responsibility towards citizens remains constant.

The decision to resign from civic responsibilities at a time when Kolkata requires stable leadership sends an unfortunate message. It suggests that political considerations have been placed above public welfare. The people who elected these representatives did so with the expectation that they would serve their full term, uphold their responsibilities, and work for the city's development regardless of political developments.

True leadership is tested not during periods of political comfort, but during moments of uncertainty and transition.

While every individual has the right to make political choices, abandoning public responsibilities should never become a substitute for fulfilling them. The city cannot be held hostage to political calculations. Roads must still be maintained, drainage systems must still function, public services must still operate, and citizens must still be served.

The city will continue to move forward. Development will continue. Public service will continue.

But this episode should serve as a reminder that elected office is ultimately a trust bestowed by the people—and that trust carries responsibilities that cannot simply be set aside when they become inconvenient.

দশকের পর দশক ধরে নিয়ম উপেক্ষা করা হয়েছে, সরকারি জমি দখল হয়েছে, অবৈধ নির্মাণ বেড়েই চলেছে, আর আইন প্রয়োগ হয়েছে বেছে বেছে। তার ফল আজ সর্বত্র চোখে পড়ছে — বন্ধ রাস্তা, পরিকাঠামোর উপর অতিরিক্ত চাপ, জলনিকাশির সমস্যা, নিরাপত্তার ঝুঁকি, খোলা জায়গার অভাব এবং সম্পূর্ণ বিশৃঙ্খল নগর পরিকল্পনা।

এখন সমস্যাটা চিহ্নিত করা কঠিন নয়। কঠিন হলো বহু বছরের এই অনিয়ন্ত্রিত অবস্থা ঠিক করা, তাও সাধারণ মানুষের জীবন ব্যাহত না করে।

তবে একটা বিষয় পরিষ্কার — যদি বাংলা সত্যিই উন্নত পরিকাঠামো, পরিষ্কার শহর, বিনিয়োগ, স্বাভাবিক যান চলাচল, নিরাপদ এলাকা এবং পরিকল্পিত উন্নয়ন চায়, তাহলে এই পরিষ্কার অভিযান একদিন না একদিন শুরু হতেই হতো।

অবৈধ দখলদারি এবং নিয়ন্ত্রণহীন হকারি কোনো শহরের স্থায়ী মডেল হতে পারে না। শুরুতে বিষয়টি ছোট মনে হলেও ধীরে ধীরে এটি এক ধরনের Pandora’s box হয়ে দাঁড়ায়।

যদি রাস্তা, ফুটপাত, স্টেশন, বাজার এবং জনসাধারণের জায়গা নিয়ম ছাড়াই অবৈধভাবে দখল করা যায়, তাহলে আগামী দিনে সৎ নাগরিকরা কেন ট্যাক্স, ট্রেড লাইসেন্স, মিউনিসিপ্যাল চার্জ, GST, ভাড়া, বিদ্যুৎ বিল এবং অন্যান্য সব ধরনের কমপ্লায়েন্স খরচ বহন করবে? বৈধ ব্যবসায়ীরা কেন ক্ষতির মুখে পড়বে, আর অবৈধ ব্যবসা কোনো জবাবদিহিতা ছাড়াই চলবে?

গড়িয়াহাটের মতো জায়গাগুলোর দিকে তাকান। বহু দোকান মালিক বিপুল ভাড়া, কর্মচারীদের বেতন, রক্ষণাবেক্ষণ খরচ এবং মিউনিসিপ্যাল ট্যাক্স দেওয়ার পরও সমস্যায় পড়েন, কারণ দোকানের প্রবেশপথ, ফুটপাত এবং দৃশ্যমানতা অবরুদ্ধ হয়ে যায়। ফলে যারা আইন মেনে চলে, তারাই শেষ পর্যন্ত শাস্তি পায়।

শিয়ালদহ এবং হাওড়া স্টেশনের আশেপাশের এলাকাগুলোর কথাও ভাবুন। নিয়ন্ত্রণমূলক অভিযান শুরু হওয়ার আগে সাধারণ মানুষ ঠিকমতো হাঁটতেই পারত না অতিরিক্ত ভিড় এবং অবরোধের কারণে। স্বাস্থ্যবিধির অবস্থা খারাপ ছিল, খাবারের নিরাপত্তা নিয়ে প্রশ্ন ছিল, আবর্জনা জমে থাকত, এবং প্রতিদিন সাধারণ মানুষের চলাচল ব্যাহত হতো।

একটি শহর কখনোই সঠিকভাবে চলতে পারে না যদি সেখানে শৃঙ্খলা, পরিকল্পনা, পরিচ্ছন্নতা এবং সবার জন্য সমান নিয়ম না থাকে। যারা সত্যিই জীবিকার জন্য হকারির উপর নির্ভরশীল, তাদের জন্য সংগঠিত জোন এবং নিয়ন্ত্রিত ব্যবস্থার মাধ্যমে সমাধান করা উচিত, নিয়ন্ত্রণহীন দখলদারির মাধ্যমে নয় যা জনপরিকাঠামো এবং বৈধ ব্যবসাকে ক্ষতিগ্রস্ত করে।

উন্নয়ন এবং মানবিকতা একসঙ্গে চলতে পারে। কিন্তু আইনহীনতা কখনোই নীতি হতে পারে না। আর চলুন victim card খেলা বন্ধ করি।
