A village officer in Tamil Nadu filed one complaint about sand being stolen from a river. About a week later, two men walked into his office at half past twelve in the afternoon with machetes.

His name was Lourdes Francis.

He was fifty three, a village administrative officer at Kovilpathu in Srivaikundam taluk, Thoothukudi district. That is the lowest rung of the revenue service. It is not a powerful post. It is the man who keeps the land records for a village and signs the certificates people need.

The Tamirabarani river near him was being stripped of sand. He filed a complaint with the local police against a man named Ramasubbu. A case was registered.

On the twenty fifth of April 2023, two men entered his office while he was working and attacked him with sickles. He was cut on the head, shoulders, stomach and arms. He was taken to the government hospital at Tirunelveli and died there.

Here is the part that says the most about him.

It had happened before. At his previous posting in Adichanallur, he had taken on the land mafia during a drive to recover encroached government land meant for a museum. He was attacked there too. One man was detained under the state's law for habitual offenders.

He had already been beaten once for doing this job. He carried on doing it.

His son filed the police complaint. Both attackers were arrested. Thirty one witnesses gave evidence. On the fifteenth of September 2023, less than five months after the murder, the district court in Thoothukudi sentenced both men to life imprisonment.

That speed is almost unheard of in an Indian court, and it happened because the case was pushed hard from the day it started.

The state announced a payment of one crore rupees to his family and a government job for one of them.

He was a village records clerk with no security, no gunmen and no rank worth mentioning. He signed a complaint about stolen sand and it cost him his life.
