Hi, Con Staffer at an All Ages con here! 18+ content has always been allowed at all ages cons, it is either:
1) Hidden in a separate area for 18 + booths, that is ID/age verified and checked
2) Allowed to be in the merchant's hall BUT no 18+ stuff can be displayed
