Commentary on “Emma and Glory Are N.Y.P.D. Therapy Dogs. Will They Get to Stay?”

As usual, the “Savior” [Jessica S. Tisch] is on the wrong side of the issue. This story is not about dogs — it’s about how the Department continually mistakes managerial optics for institutional empathy.
The NYPD’s Health and Wellness Section, formed in 2019 after ten officer suicides in twelve months, was not symbolic. Between 2014 and 2020, the Department averaged one suicide every four months, roughly 30% higher than the national law-enforcement rate. By 2021, nearly one in five officers had sought mental-health intervention. The therapy-dog program, funded through the Police Foundation and Puppies Behind Bars, cost about $60,000 per dog but filled a void no memo could: it built trust among officers conditioned to suppress pain.
Under the “Savior,” that progress is being dismantled. Two of the four therapy dogs have retired with no replacements approved. Sergeant Ostrowska-Tuznik was told her promotion required leaving the wellness unit and returning to patrol — a condition not imposed on multiple male officers in specialized commands. That disparity exposes the Department’s selective enforcement and potential Title VII, 42 USC 1983, NYSHRL and NYCHRL exposure.
The “Savior” justifies these moves as “efficiency,” but the Department’s own data shows otherwise. In 2024, over 1,400 restricted-duty assignments were tied to psychological conditions — a 22% rise since 2022. To cut wellness infrastructure amid rising mental-health caseloads is not reform; it is institutional negligence.
The NYPD has long treated emotional injury as an inconvenience rather than an occupational hazard. The “Savior” has simply refined that indifference into policy. Emma and Glory were never mascots — they were a bridge between trauma and trust, proof that the Department could, briefly, act human.
It’s too bad the “Savior” and her predecessors continue to treat personnel as expendable. Until the Department accepts that psychological safety is public safety, the crisis will remain self-inflicted.
