The narrative of the paper seems to be that over recent years funding has partially been diverted from bursaries into scholarships... maybe to retain/attract pupils?

This is the rub. If scholarships are financially meaningless then you can't criticise the data accuracy for 'eliding' bursaries & scholarships.
@rwoolfy29@hayek_tendency@PEPForum@IOE_London@ucl Not sure. That would explain the 30%, 18% & 17% figures. Of the 65% of households where income could be defined 1-3 deciles received 17% of discounted fees, 4-6 18% & 7-9 (10??) received 30%. 35% of awards were made to households of unknown income.
@hayek_tendency@PEPForum@IOE_London@ucl I suspect bursaries genuinely do widen access but perhaps have begun to have a relatively smaller effect than in the past. Imho including scholarships in the analysis as a financial 'benefit' IS credible. Its probably v diff to access better data. They have used best available?
@hayek_tendency@PEPForum@IOE_London@ucl Well it's actually 30% to high earners & the authors claim that figure to be based on the actual financial value, not the number of awards, suggesting *lots* of relatively small value scholarship 'awards' going to the highest earners... something difficult to rationally ignore.
@hayek_tendency@PEPForum@IOE_London@ucl But surely schools must allocate enough of their budget via scholarships (not necessarily as direct fee support) to *distort* the paper's figures and hence why you describe it as 'dishonest'.

Scholarships seem to be for everyone.
If schools 'spent' relatively more on bursaries than scholarships compared to the current 'balance', it would have more impact on those on relatively low income, imo.
