The Preservation of the Somali State Must Be Paramount
Just saw the letter some Somali opposition groups sent to the African Union Support and Stabilization Mission in Somalia (AUSSOM) Troop Contributing Countries calling for the creation of a Transitional Council.
It is a disastrous ask and unbecoming of anyone who aspires to lead Somalia. This request is manifestly detrimental to the state-building effort we have painstakingly undertaken over the past 25 years.
The single most important objective of any Somali political leader — whether in government or in the opposition — is the preservation of the state and its strengthening. At the very least, they should do no harm.
Having said that, and while still dismayed by what they have done, one cannot read their statement in a vacuum.
It is a reaction — a disastrous reaction at that — to President Hassan Sheikh Mohamud’s four years of unilateralism and his upending of the political settlement that, however imperfectly, held Somalia together for the past 25 years. Whether it was the Constitution, which he altered on his own, the constitutional mandates, which he tossed out of the window because he believed he could, or his insistence on an electoral model and process whose outcomes so blatantly favour him and his allies, the cumulative effect has been deeply damaging.
The President decided to become the law, and that inevitably eroded the state’s legitimacy and weakened societal cohesion. Hence, where things stand today.
The opposition, in turn, decided to go off the rails by asking AUSSOM troop-contributing countries and other external actors to intervene and push Somalia back into a demeaning transitional era.
It was also unpatriotic for sections of the opposition to write to international financial institutions such as the World Bank, urging them to withhold funding, support, and engagement with the Somali Government.
Both sides have done a disservice to Somalia.
Yet it is not too late for them to return to the negotiating table, agree on an electoral model that commands broad political acceptance, and allow the current government to serve as a caretaker administration, as previous self-extending administrations have done.
There is a timeless legal maxim, first articulated by the Roman statesman Cicero: “The welfare of the people is the supreme law.” Neither what the President has done over the past four years nor what sections of the opposition have done today passes that simple test.
The interests of the Somali people and the preservation of the Somali state must always come first.
When are we going to stop accepting @EUCouncil treating us like this?
EU reject Somaliland’d right to exist when it comes to re-recognition, but then turn around & expect the same Somaliland to follow international laws & rules when it benefits them.
You can’t pick and choose which parts of international law you want to respect.
If @EUCouncil want Somaliland to carry responsibilities like a state, then it can’t ignore Somaliland’s legal right of its own status.
You can’t deny someone a seat at the table but still expect them to follow the rules of the table.
