7,026 foreign academics. 9.2 million unemployed youth. Make it make sense.
While our graduates beg for work, our universities are hiring from outside ..; and breaking the law.
At the same time, 9.2 million young South Africans sit at home with no job, no education, and no training.
Our youth unemployment rate has just skyrocketed to 54.6%. Over 300,000 people lost their jobs in the first quarter of 2026 alone.
So tell me why the number of foreign academics at our public universities has INCREASED?
The DHET just released its 2025 statistics. They show the total headcount of foreign academic staff has jumped from 6,739 in 2024 to 7,026 in 2025.
At the University of Johannesburg, foreign academics increased from 1,422 to 1,436.
At North West University, they jumped from 294 to 348.
At Walter Sisulu University, they more than doubled ..; from 94 to 189.
The DHET’s own data shows that foreign nationals now make up an estimated 7% to 12% of all academic staff across the country. Universities South Africa puts the figure at around 14%.
And in temporary positions, foreign nationals hold almost 10% of the jobs ..; while South Africans are forced into the most unstable, low-paid contracts.
This is not about “internationalisation.” This is about displacement.
ANC MP Tebogo Letsie said it himself: “There can be no justification for any South African institution prioritising and preferring foreign nationals to South Africans who qualify equally for the same post”.
ActionSA leader Herman Mashaba has slammed tertiary institutions for this “reckless disregard for immigration controls” that worsens youth unemployment.
So why is it still happening?
Because the Department of Higher Education admits it has failed to hold universities accountable. They are “soft” and refuse to enforce the law.
Parliament has warned that foreign academics can only be hired if their skills appear on the critical skills list and no suitably qualified South African is available. But universities are ignoring the rules, and the department is looking the other way.
The committee has now threatened to lay criminal charges against universities that employ foreign nationals illegally – and to add the DHET “as an accomplice” if it fails to cooperate.
Will they actually do it?
