Romania’s former Justice Minister Alina Gorghiu published a message from a minor who reported being sexually harassed by migrants of African and Asian origin in the city of Cluj:

I am sharing this email from a teenager from Cluj, whom I will identify by the initials S.M.

I asked for her full consent to make it public because she wants her experience to serve as an example for other girls who do not have the courage to speak about what is happening.

She and many other girls write to me, which motivates me to go further with topics related to women’s safety.

These cases are not at all isolated. Unfortunately!

I am reposting the message, in full, as I received it:

"Dear Mrs. Alina Gorghiu, As a citizen of Cluj-Napoca county and as a minor, I feel I must report that harassment of women and girls in public spaces has become a problem that can no longer be ignored. In recent weeks, I have experienced multiple situations that made me afraid to walk alone on the street, especially in the evening.

I have been followed and harassed with sexual intent by several people.

In my case, the majority of those who followed or harassed me were men of African/Asian origin.

The most serious incident happened last night. After I got off the Bolt, a man started following me on the street until I reached the block where I live. I was so scared that I didn’t even have the courage to go inside the building, because he wanted to enter with me and probably follow me to my apartment.

I walked past him and immediately called a family member to come get me.

In all this time, the man kept following me, and I had no idea what his intentions were.

I remained outside, scared, until someone from my family came to get me.

This morning I went to Section 4 of the Cluj-Napoca Police to ask what can be done in cases of harassment.

Unfortunately, the response I received left me very discouraged.

They told me that, in order to take measures, I would have to be followed by the person repeatedly and an aggression to take place or other additional acts, and that basically, I quote: "Until the fear isn't great enough that you can't leave the house, there isn't much we can do."

I don’t know if this is the correct legal interpretation of the law, but this is the message they gave me to understand, and it left me with the impression that I have to wait until something worse happens before the authorities can intervene.

I consider that no girl and no woman should have to wait to be assaulted in order to benefit from protection.

Intentional following of a person on the street, especially when it causes a real state of fear, should be treated with maximum seriousness and there should be the possibility for authorities to intervene before the situation degenerates."
