I wouldn’t say it’s serving their agenda, they don’t want the west to get involved and kill innocent civilians. Look at Iraq, Syria and Palestine for an example, millions of innocent people died due to west being involved. Only way to take out the Islamic regime is the people in Iran go against them like how the Syrian revolution happened recently too.
