Novaboard allows you to quickly flip the whole image or just the current selection using "Shift+H" or "Shift+V", for horizontal and vertical flips.

In Novaboard if you want quick information about the current cel you can hold "Ctrl". It will show you how far away from the borders the cel is and allow you to quickly drag it to another position
