Codes and standards. The government agencies responsible, town planners etc should ensure that standards are adhered before approving any plan. Qualified engineers should be employed and used for approval and also implementation of any plan for infrastructure development.

Engineers/ developers should ensure that they follow strictly the standards and code for uniformity, increased accuracy, minimizes risk, increased efficiency, improved productivity and safety and not cut corners. The regulatory bodies responsible should enforce adherence to
Policy are guidelines that govt. has adopted and approved. Standards are established norms or models against which designs are made. Regulations are rules of govt. that are used as law. Codes: Nigeria doesn't have approved codes but uses the US, British and Russia codes.
The Babylonian Empire in the 18th century (Hamorabian) set a law of life for life in the case of building collapse and it is enforced thereby reducing building collapse in the empire .
Codes started over 4000yrs ago and are basic non guidelines adopted for project development.
