Moses Nkonge Kibalama served as a police officer for 15 years until 2004. A trained military officer, he had previously served as a driver and bodyguard in the VP’s office of the Obote government.
In 2005, he and a few others registered a political party (NURP) anticipating participation in the 2011 presidential election. By 2010, he had failed to raise the required signatures and didn't return nomination forms.
Between March and August 2010, Kibalama was part of the government logistics management team handling the Bududa landslides.
In 2020, Kibalama handed over his party NURP to Robert Kyagulanyi at Kakiri gardens. The party later changed to NUP.
Since Oct 2020, Kibalama has been in court seeking to reclaim his party, citing failure by the current party president to fulfill his monetary obligations.
In 2021, He told court that he was tortured and coached to lie about Kyagulanyi.
