La paix est une valeur suprême dans notre religion islamique comme dans notre monde humain. La paix préventive constitue le concept le plus important dans toute démarche qui vise à œuvrer en faveur de la paix.

La paix préventive consiste en une vigilance précoce destinée à protéger les États et les peuples avant que les guerres n’éclatent et n’engendrent une dangereuse idéologie qui, au fil du temps, finit par devenir une culture dominante prompte à s’embraser. Au premier rang de ces dérives figurent toutes les formes et expressions de la haine, ainsi que la promotion de la théorie présentant comme inéluctables le conflit et le choc entre les civilisations.

La conséquence la plus grave à cet égard est celle qui résulte de l’affrontement frontal entre les adeptes des religions, notamment lorsqu’il est alimenté par des idéologies antagonistes et des ambitions qui ne représentent en rien l’essence originelle de la religion, mais traduisent plutôt des dérives sectaires et des objectifs expansionnistes. Celles-ci finiront par découvrir, trop tard, leur grave erreur lorsqu’elles se heurteront, au terme de leur parcours, à la vérité et à la raison.

À la lumière de la lecture de l’histoire de l’humanité, ces illusions, aussi dangereuses soient-elles, comptent parmi les principales causes de nombreuses guerres injustes. Elles trouvent leur origine soit dans une conviction religieuse extrémiste dont le récit, nourri de ses propres illusions, s’est transformé en une idéologie dangereuse, soit dans l’intervention de cette idéologie en soutien à des conflits politiques, alors qu’elle aurait dû y jouer le rôle d’un médiateur bienveillant au service de la paix, plutôt que d’attiser les guerres et d’exacerber les relations entre les nations et les peuples.

السَّلامُ قيمةٌ عُليا في دينِنا الإسلاميِّ وعالَمِنا الإنسانيِّ، و"السَّلامُ الوِقائيُّ" هو المعنى الأهمُّ في مفهومِ العملِ على جُهودِ السَّلام.

و"السَّلامُ الوِقائيُّ" هو اليَقَظَةُ المُبكِّرةُ لحمايةِ الدُّوَلِ والشُّعوبِ قبلَ نُشوبِ الحُروب، وما يَنتُجُ عنها من تَغذيةٍ فكريَّةٍ خطِرةٍ تتَراكَمُ معَ الزَّمن، لتُصبِحَ ثقافةً سائِدةً سَريعةَ الاشتعال، تأتي في مُقدِّمتِها جميعُ معاني الكراهيةِ وصُوَرها كافَّةً، فضلًا عن التَّرويجِ لمفاهيمِ حَتميَّةِ الصِّراعِ والصِّدامِ بينَ الحَضارات.

وأخطَرُ التَّداعياتِ في هذا ما يَنتُجُ عن الصِّدامِ الهَمَجيِّ بينَ أتباعِ الأديان، ولا سيَّما حينَ تَقودُه أيديولوجيّاتٌ مُتَناحِرة، وأطماعٌ لا تُمثِّلُ كيانَ الدِّين في أصلِه، وإنَّما تُمثِّلُ الانحرافَ الطَّائفيّ، والمَطامِعَ التَّوَسُّعيَّةَ التي ستَكتشِفُ -بعدَ فواتِ الأوانِ- خَطَأَها الجَسيمَ عندما تَصطدِمُ في نهايةِ مَطافِها بالحقيقةِ والمَنطِق.

وبحسبِ اسْتِقرَائِنا التَّاريخَ الإنسانيَّ، فإن تلكَ الأوهامَ -بفَداحةِ خُطورتِها- تُعدّ السَّببَ الأَبرزَ في كثيرٍ من الحُروبِ الظَّالمةِ؛ فهي إمَّا أن يكونَ مَنشَؤُها في الأصلِ قَناعةً دينيَّةً مُتطرِّفةً تَحوَّلَت روايتُها -بأوهامِها الخاصَّةِ- إلى أيديولوجيَّةٍ خطِرةٍ، أو أنَّها تَدخَّلَت لتأييدِ صِراعاتٍ سياسيَّة كان مُفتَرَضًا أن تكونَ فيها وَسيطَ خَيرٍ للسَّلامِ، لا لإشعالِ الحُروبِ وتأزيمِ العَلاقةِ بينَ الأُممِ والشُّعوب.

Peace is a supreme value in our Islamic faith and in our shared human world. Preventive peace is the most important dimension of efforts to advance peace.

“Preventive peace” means early vigilance to protect nations and peoples before wars break out and give rise to dangerous ideological currents that accumulate over time, eventually becoming a dominant culture prone to rapid escalation. Foremost among these are all forms and manifestations of hatred, as well as the promotion of notions that conflict and clashes between civilizations are inevitable.

Among the gravest consequences is the brutal conflict between followers of religions, particularly when driven by warring ideologies and ambitions that do not represent the essence of religion itself, but rather sectarian deviation and expansionist ambitions. Those pursuing such ambitions will discover, when it is too late, the magnitude of their error when they ultimately collide with truth and reason.

According to our reading of human history, such illusions—grave as their dangers are—have been among the foremost causes of many unjust wars. They either originate in an extremist religious conviction whose narrative, shaped by its own illusions, has evolved into a dangerous ideology, or they have intervened in support of political conflicts in which they should instead have served as a force for good and a mediator for peace, rather than fueling wars and aggravating relations among nations and peoples.

The Muslim World League (MWL) continues its international efforts to protect the rights of religious minorities and highlight the importance of raising their awareness of their rights and responsibilities in religiously diverse societies. This includes Muslim minorities and efforts to strengthen their religious awareness and their ability to engage positively with their societies, in cooperation with the MWL’s partners among religious leaders who follow a moderate Islamic approach and are officially recognized in their countries.

In this regard, the MWL has signed a number of agreements and memoranda of understanding and cooperation that include, in some of their provisions, training programs on the Charter of Makkah, endorsed by more than 1,200 muftis and scholars from various Islamic schools of thought and sects, from their unifying Qiblah in Makkah. The Charter has made a significant contribution to strengthening religious awareness and establishing Islamic positions on a number of contemporary issues and challenges.
