ଦେଶର ସାଧାରଣ ଲୋକଙ୍କ ଧନ, ଜୀବନର ସୁରକ୍ଷା ଆମ ସମସ୍ତଙ୍କ ଦାୟିତ୍ୱ। ସୁରକ୍ଷା ଓ ସେବା ଆମର ସର୍ବୋଚ୍ଚ କର୍ତ୍ତବ୍ୟ। ଏଥିପାଇଁ ଜାତୀୟତାର ମନୋଭାବ ନେଇ ବେସାମରିକ ସୁରକ୍ଷା ବା ସିଭିଲ ଡିଫେନ୍ସ ସଙ୍ଗଠନରେ ସ୍ବେଚ୍ଛାସେବୀ ଭାବେ ଯୋଗ ଦେବାକୁ ଯୁବ ସମାଜ ଆଗେଇ ଆସନ୍ତୁ। ସେବା ଓ ଜାତୀୟତାର ମନୋଭାବକୁ ଆହୁରି ଦୃଢ଼ କରନ୍ତୁ।
