How are public child care & nutrition dollars being paid out — and verified — through Providers Choice?
Paid based on what?
Are funds released based solely on paperwork — claims, attestations, sponsor reports — without verifying real children or real services?
If yes, that’s a structural failure, not a clerical issue. Who verifies the children exist?
Before money moves:
• Are enrolled children independently confirmed?
• Is attendance verified?
• Are meals/services validated in real time?
Or is verification happening after funds are already gone?
Paper compliance ≠ real services
If payment is triggered by documentation alone, the system rewards paper compliance, not outcomes — and incentivizes shell entities with no real service delivery.
