@AirTrafficJerry But the Marine Corps can be boots on the ground anywhere at anytime if POTUS says "Hey let's go take a peak at Sri Lanka." He doesn't need to wait for Congress to send the Marine Corps. Which is why he is the literal Commander in Chief to ONLY the USMC.

@AirTrafficJerry Your highest ranking admiral or general of the Army however, answers to Congress. The president is a formality to them for pomp and circumstance. But they cannot occupy and move into areas without the approval of Congress. Hence, POTUS is not the Commander in Chief.

@AirTrafficJerry @TimRunsHisMouth Is this to me? I was not only a US Marine, I was an administrator. 0151 which became 0111. I served on a G1 staff managing personnel and being intimately familiar with USMC administrative operations. I probably have some sort of clue of that which I speak.

@TimRunsHisMouth So the Marine Corps considers POTUS to be the Commander in Chief. Whereas the Army and Navy and Air Force do not. This also means the President can deploy Marines however he sees fit without Congressional approval or a formal declaration of war.

@TimRunsHisMouth Actually, this sentiment can not be applied to the United States Marine Corps. While the USMC is considered part of the American military, it's actually an expeditionary branch of the US Navy. What a lot of people do not know is that the USMC is not dictated by Congress.
