My answer is a No to a larger extent and a Yes to a lesser.
Hon, The RDCs and Security aren’t the direct supervisors of Local Governments. We the District Chairpersons are.
I would directly blame the District Chairpersons under whose watch the rots occur and by extension extend to the RDCs and security.
I’d propose to the minster to invite all District Chairpersons for a meeting to collectively neat a direction in line with the minister’s vision and direction. We’re his direct allies, at least for the majority I have engaged.
Kindly rally the troops. Uncoordinated movements of troops won’t help Local Governments.
It’s equally self defeating to wait for Hon. Balaam and company to come and detect a rot in our districts.
That for me is a vote of no confidence on such a chairperson.

The laws governing there decision making is very clear. Local government act, Pubkic finance act, Relevant Regulations and circulars, Ordinances etc. Simply follow the law. And do the right thing. Let’s not condone corruption

It’s therefore in order for him to monitor all sectors of the economy, esp under local governments.

It’s a psychological torture. Many focuses on wealth and prosperity. But think of the torture those kids are going thru.
Gen. That’s a great idea. However, a possibility of relocating our capital city would be a more effective and cheaper method, with vast room for perfect planning, unlike K’la whose planning is too messed up.
Numerous countries have done that before.
I implore you to set up a committee of experts to study the possibility and report back to you.
