This is not even a recommendation for or against fuel subsidies (at the end of the day, spending nearly half your annual government revenues on a single subsidy was hardly sustainable).

The point is that a sovereign African country with hopes of leaving poverty someday must make such decisions only after ruthlessly independent assessment of their own needs and context - not because some white guys from Washington DC said so.
