Mark Weber explains that the photos taken at the concentration camps were the result of starvation and disease due to railroads being destroyed and the Germans were unable to supply adequate necessities to the camp.

Weber also explains that there was no extermination policy, and if there was an extermination policy then the victims would have long been gone before the photos would have taken place.

The fact they were using Zyklon-B to stop the spread of disease in delousing chambers where you can still see the blue staining.
