The crime was allegedly tossing a pair of new panties on the ground.

Captain Billy Strickland with Polk County’s Sheriff Office (PCSO) can be heard in a TikTok video posted by @SWANofCentralFL saying the panty “hit” him on the back of his leg. This video shows Captain Strickland saying the panties “bounced” & then hit his leg. Poor Captain ❄️😵‍💫❄️
