🇺🇬 In response to the Magistrates Courts (Amendment) Act, 2026, the Commercial Division of the High Court has already taken an implementation step.
Advocates and litigants have been directed to stop filing civil claims below UGX 200 million before the High Court, Commercial Division.
Those cases are now to go to Chief Magistrates and Magistrates’ Courts.
That is where Post-Legislative Scrutiny comes in.
Now the question is whether this shift will actually reduce backlog, speed up justice, and give lower courts the capacity to handle the new workload.

For many Ugandans, justice is not only about the law.
It is about time, distance, cost, and delay.
If more cases can be resolved closer to the people, this law could make justice more accessible.
That is the promise.
🇺🇬 THE BIG SHIFT
The Magistrate Courts Amendment Act, 2026 expands the financial jurisdiction of Magistrates Courts.
That means more civil cases can now be handled at lower court level instead of being pushed to the High Court.
The goal? Reduce pressure on the High Court.

Been a reassuring 3 days of deliberations in Accra-Ghana at the 2nd Consultative Dialogue of the Pan African Youth Union @PYU_UPJ for National Youth Councils, Coordinating Mechanisms and regional youth Civil Society organisations. The sessions were attended by the @_AfricanUnion Chair of the STC for uptake of the issues raised and graced by the Ministers of Youth for the Republic of Ghana and the Federal Republic of Nigeria.
