ଏଥିରେ ୧୮ ରୁ ୩୫ ବର୍ଷ ବୟସର ଯୁବକଯୁବତୀ ବିନାସୁଧରେ ₹୧ ଲକ୍ଷ ପର୍ଯ୍ୟନ୍ତ ଋଣ ନେବାର ବ୍ୟବସ୍ଥା ହୋଇଥିବାବେଳେ ଏଥିପାଇଁ ଖର୍ଚ୍ଚ ହେବ ₹୪୪୮ କୋଟି। ଅନୁସୂଚିତ ଜାତି ଜନଜାତି ଓ ଭିନ୍ନକ୍ଷମ ବର୍ଗର ପିଲାଙ୍କ ପାଇଁ ଏହି ବୟସସୀମା ୧୮ ରୁ ୪୦ ବର୍ଷ ରହିଛି। ଏହି ଯୋଜନାରେ ଯୁବଗୋଷ୍ଠୀ କ୍ଷୁଦ୍ର, ଲଘୁ ଉଦ୍ୟୋଗ କିମ୍ବା ବ୍ୟବସାୟ କରିବା ସହ ରାଜ୍ୟ ବିକାଶର ଭାଗିଦାର ହେବେ।
