The Court only directed:
1.Daily medical monitoring by government doctors.
2.Any medical intervention considered necessary by doctors should be provided.

There is no explicit direction for hospitalization or forcible transfer.

So indirectly it was controlled by the state government and BJP is in power in the state.. the said Mrinal tai Gore Flyover resumed working last year after a gap of almost 8 years
