The truth is that most people cannot afford the tests, and in cases like that, I believe doctors have their way of managing it. Based on the information from tests performed, a treatment can be recommended, and patients are to return for follow-up. But we all know most people don't return once they start feeling better, and in cases like that, you can't blame the doctor. They're working with what's available to them; the patients should play their part as well.
The doctors should also take the time to explain to patients so they understand the whole process of treatment.

Blood tests can confirm the presence of H. pylori in your system, which is a major cause of ulcers.
Sometimes you can have the bacteria in your system, but it has not yet caused any serious damage to your stomach lining. In that case, no other test, not even the upper endoscopy being recommended here, will show any sign of ulcer.
Be open-minded and let professional doctors do their work. The only issue in their diagnosis was telling you that you have an ulcer; they should have told you it's H. pylori bacteria that could later attack your stomach lining and cause an ulcer.
In all, you did well because if they got the diagnosis wrong, they'll likely get the medication wrong.
