Historical Context about Article V of the U.S. Constitution
Near the end of the Constitutional Convention, George Mason identified a flaw, noting that power to propose amendments had been granted to Congress but not to the states.
Mason questioned whether Congress could be expected to propose amendments that would restrain its own potential tyranny.
Following this observation, the proposal to grant states the power to restrain the federal government was unanimously adopted without debate.
