The bill, Senate Bill No. 1402, was authored by Pangilinan and sponsored by then-Senator Joker Arroyo. It was co-sponsored by then-Senators Manny Villar, Franklin Drilon, Aquilino "Nene" Pimentel Jr., Ramon "Bong" Revilla Jr., Loi Ejercito, Edgardo Angara, Ramon "Jun" Magsaysay Jr., and Jamby Madrigal. The measure also took into consideration several related bills and resolutions, including Senate Bill Nos. 1101 (Drilon), 1122 (Pimentel), 1211 (Revilla), 1666 (Magsaysay), 1954 (Angara), 2064 (Villar) and Proposed Senate Resolution Nos. 230 (Madrigal) and 315 (Ejercito).
On third and final reading, the Senate voted 21-0 in favor of the bill, with no opposition or abstentions. Angara was on an official mission during the vote.
In the House of Representatives, the measure—consolidated with 10 similar bills authored by 35 lawmakers—was approved on third and final reading with a 164-0-0 vote.
The JJWA was the result of over a decade of policy development and advocacy. Its earliest iteration dates back to 1993, when then-Zambales 1st District Rep. Kate Gordon—the wife of Sen. Gordon—filed House Bill No. 7482, seeking to establish a comprehensive juvenile justice system. Although endorsed by 23 House members, the measure remained at the committee level.
In the years that followed, civil society organizations, government agencies, and the Juvenile Justice Network-Philippines (JJN) continued lobbying for reform. By the start of the 13th Congress, a total of 10 bills in the House and seven in the Senate were filed and later consolidated.
President Gloria Macapagal-Arroyo certified the bill as urgent, expediting its passage. The final version of the Juvenile Justice and Welfare Act was ratified by both houses in March 2006 and signed into law on April 28, 2006, as Republic Act No. 9344.
Further institutional support came during the Aquino administration. In 2012, then-President Benigno "Noynoy" Aquino III issued Presidential Proclamation No. 489, declaring the fourth week of October as Juvenile Justice and Welfare Consciousness Week, to raise awareness and institutionalize its observance during National Children's Month.
In 2013, Aquino also signed Republic Act No. 10630, which amended and strengthened RA 9344 to address implementation gaps and enhance the capacity of stakeholders to fully enforce the law.
