Once the camera records identifiable people, their image is personal data. Under the Nigeria Data Protection Act 2023, you are expected to make the surveillance obvious. Put a clear, visible notice at the entrance or around the area being recorded. Do not hide the cameras.

If visitors, workers, tenants or members of the public are being recorded without notice, the Nigeria Data Protection Commission can treat it as a data protection breach. Penalties can reach ₦10 million or 2% of annual gross revenue for controllers of major importance. Your cameras should also stay within your property. Pointing them into a neighbour’s compound or public space beyond your boundary can create legal trouble.
