It should be illegal for agents to threaten not providing reference checks.
Also yes - make it illegal to advertise a place that doesn’t meet minimum rental standards instead of leaving it to a renter to prosecute only after they move in.
Government regulations are a government responsibility. They shouldn’t rely on someone else to enforce, especially someone subject to such a significant power imbalance.

Someday someone at NIH will randomize people to grant giving in the current process, or a very simple modified lottery.
