If an officer unreasonably places themselves in harms way and that placement Is not tactically necessary. Then they CANNOT rely on the danger they created to justify use of lethal force.

This is a textbook example of officer created jeopardy.

ICE agents DO NOT have broader use of authority than local police during traffic encounters. So if she was NOT THE TARGET of immigration enforcement, there was no warrant SPECIFIC to her, and the stop escalated outside of its lawful scope. The stop itself could be constitutionally invalid, making the illegality of use of force.

Second Degree Manslaughter at best.
- Conscious disregard of substantial and justifiable risk.
- Gross deviation from standard of conduct.
- Drawing weapon preemptively
- Firing multiple shots at close range
