License wouldn’t be needed on private property nor needed to buy a gun like a drivers license

@CJDeBarra A tax on the land itself would incentivize this owner to either sell this building or repair it to make profit. Right now the land tax is low and property tax is high making any investment that’s not just sitting on an abandoned building pointless
