Flock is only superficially a private company, like many defense contractors.

Truly private companies are subject to the profit and loss test of the market. If the public doesn't like what you are selling, you lose.

If the government is your only customer, then there's no way for the public to "register its opinion" about what you are producing. The people being surveilled are not the people buying Flock's product.
