Also, he loves his polysyndetons ("x and y and z and...) when just using one conjunction would have been simpler. Rhetorically, it's the right call for emphasizing his point, but it is funny.

The official language of government is neither French nor English. It is bureaucratese—lots of words to say little.
It costs billions, hides failures & drives people nuts.
I’ll pass a Plain Language Law to ban bureaucratese in government.
Also, why did he need a 4:26-long video to announce this. Maybe he needed to thoroughly justify his proposal (even if we don't know what it looks like concretely) and thus took the time to explain it thoroughly.
