Claudette Wallace's career hinges on catching the Ripper. Would she overlook Dexter, whose only accuser is an unhinged former coworker, to catch the killer? Dexter dropped a hint about the murder weapon—a manhole cover hook. Who owns the murder weapon, displayed in a trophy case with a victim's blood? Dexter knows its location and what triggers the security (now, maybe, the combo to access it). Batista is tracking Dexter, including to an upcoming dinner with Prater. Dexter hates when Doakes gets credit for his crimes; perhaps the Ripper feels similarly if Prater or another is framed, setting up an epic season 2 standoff. Season 1 involves a group; season 2 could be a 1v1 chess match.

No. Safety for everyone involved is first and foremost. Thief is actively still using a lethal weapon until the cops allow him to disable his own vehicle by utilizing the power of stupidity and patience. Running up on the vehicle before hand still has an increased risk factor; unknown if they are armed, people passing in other lanes, etc.
