I actually think it is a failure to adapt to a fast regulatory environment. ICE and its leaders thrive in glacial speed
I am genuinely stunned by how much of the institution we call the United States was actually held together by glue and twigs and the apparently traditional assumption that a big ass wolf would never come along to blow it down
