Did you know? Addressing social needs such as food insecurity has been shown to reduce hospital admissions by half for individuals with chronic conditions. That’s why Governor Shapiro included Investments in Health in the 2026-2027 proposed budget.
A similar North Carolina Medicaid program reduced Medicaid health care costs an average of $164 per beneficiary, per month for the 31,597 people enrolled. Participants also experienced a decrease in food, housing, and transportation needs.

By making strategic investments through the Medicaid program, we have an opportunity to connect returning Pennsylvanians to services before they leave an SCI, lowering the risk of overdose, improving public safety, and reducing the chance that people will recidivate.
Starting that planning before discharge and embedding a person’s health needs in this process is a proven strategy that makes successful, sustainable returns possible.
As a former County Commissioner, I have seen firsthand how essential it is that we provide targeted reentry services that address a person’s individual needs and give them the best chance to succeed when they transition from incarceration back to their communities.
