Means test it after paying it out with the existing HMRC infrastructure, rather than creating a whole new system to attempt to means test it beforehand.

@anon_opin Because the two parts end and start (respectively) with numbers, and some postcodes have two numbers in the middle while others have three.
Is that “W1 1” for Mayfair, or “W11” for Notting Hill?

@constans Why else would they talk about “The Deep State TM”, their latest nebulous “other”, that actually runs things or, as in this case, is somehow able to frustrate them from doing things competently.
@DAaronovitch The state already does live forever (in one form or another) so why not organise its finances on that basis, rather than just worrying about the yearly govt budget.
