#ParliamentQuestion: SVAMITVA Scheme and Rural Property Ownerships Rights

The main objective of the #SVAMITVA Scheme is to provide Record of Rights to property owners in rural inhabited areas. Under the Scheme, rural inhabited land is demarcated using drone survey and Continuously Operating Reference Stations (CORS) technology to create high accuracy maps of abadi areas of villages.

These highly accurate maps help reduce property-related disputes by clearly demarcating property boundaries and creating Record of Rights.

Transparent process of ground verification and dispute resolution ensures that ownership records are finalized fairly and accurately.

As on date, as per information available with the Ministry, 11,147 loans worth Rs 1,713 Crore have been disbursed based on SVAMITVA property cards.

➡️ Atmanirbhar Panchayat Programme to help Panchayats turn local assets into sustainable sources of revenue

➡️ SAMARTH Portal to make #Panchayat revenue collection more efficient and transparent

➡️ Model OSR Rules to provide guiding framework for states to strengthen panchayat revenues

➡️ A total of 350 projects are to be developed over four years, comprising 50 projects in the first year and 100 in each of the following three years. Gram Panchayats with a minimum OSR of Rs. 50 lakh and Block Panchayats with a minimum OSR of Rs. 1 crore, each with at least three years of tenure remaining, are eligible to apply, with relaxed thresholds for special category States

Dr. R. Balasubramaniam, Hon'ble Member, NITI Aayog, delivered the keynote address at the Release of the Report on Low Participation in Gram Sabha.

In his address, he observed that the foundation of a strong Gram Sabha lies in an informed and empowered citizenry. Referring to the Hon'ble Prime Minister's vision of Jan Bhagidari.

He stated that meaningful participation begins with Enlightenment, where citizens are equipped with the information necessary to understand the decisions before them. It progresses to Engagement, where they actively deliberate, raise questions, and contribute to shaping local priorities, before culminating in Empowerment, where citizens witness their voices reflected through responsive institutions, effective implementation and accountable governance.

#SevaSeSamriddhi | श्री विवेक भारद्वाज, सचिव, पंचायती राज मंत्रालय ने “सेवा से समृद्धि: पंचायतों द्वारा सेवा प्रदायगी” विषय पर श्रीनगर, जम्मू-कश्मीर में आयोजित क्षेत्रीय कार्यशाला को संबोधित किया।

उन्होंने कहा कि प्रौद्योगिकी जमीनी स्तर पर शासन व्यवस्था को नए स्वरूप में परिवर्तित कर रही है। अब पंचायतें केवल पारंपरिक प्रशासनिक दायित्वों तक सीमित नहीं हैं, बल्कि डिजिटल प्लेटफॉर्म के माध्यम से ग्रामीण नागरिकों को विविध जन-केंद्रित सेवाएं प्रदान करने वाली सशक्त संस्थाओं के रूप में उभर रही हैं। उन्होंने कहा कि यह परिवर्तन देशभर में पारदर्शी, जवाबदेह और नागरिक-केंद्रित सुशासन की दिशा में महत्वपूर्ण कदम है।

उन्होंने पंचायती राज मंत्रालय द्वारा नवाचार और प्रौद्योगिकी आधारित समाधानों को बढ़ावा देने के प्रयासों का उल्लेख करते हुए कहा कि डिजिटल तकनीक शासन प्रक्रियाओं को सरल बनाने, नागरिक सहभागिता को मजबूत करने तथा सेवा प्रदायगी को अधिक प्रभावी बनाने में महत्वपूर्ण भूमिका निभा रही है। उन्होंने उत्कृष्ट कार्य करने वाली ग्राम पंचायतों और कॉमन सर्विस सेंटर्स की सराहना करते हुए कहा कि ये संस्थाएं ग्रामीण समुदायों तक सार्वजनिक सेवाओं की पहुंच सुनिश्चित करने और समावेशी विकास को गति देने में महत्वपूर्ण योगदान दे रही हैं।
