پادمان با قطعنامه‌سازی تقویت نمی‌شود؛ با محکومیت حمله به تأسیسات تحت پادمان، احترام به حقوق اعضا، پاسخگو کردن متجاوزان نظامی و بازگرداندن آژانس به مسیر فنی و بی‌طرفانه تقویت می‌شود.
