Recent Ugandan decisions show courts beginning to confront the use and potential misuse of Artificial Intelligence in legal practice, particularly the danger of fabricated or unverified authorities being presented to court.
In Aliama Edema James v Zoa Uganda, Labour Dispute Reference No. 5 of 2023, Justice Anthony Wabwire Musana of the Industrial Court of Uganda held that including unverified, AI-hallucinated case law in written submissions breaches an advocate’s duty of candour and assaults the integrity of the judicial process. The Court struck the unverified authorities from the record, issued counsel a stern warning and denied the prayer for costs.
In Uganda v Tugume Abubakar, Criminal Revision No. 5 of 2025, Justice David S.L. Makumbi of the High Court Anti-Corruption Division was unable to locate two authorities cited by counsel. Makumbi J suspected that the authorities were fictitious, either because counsel had relied on AI-generated information without verification or because the cases had simply been conjured up, and cautioned counsel against such irresponsible representation.
Taken together, the decisions demonstrate an emerging judicial response in Uganda to the risks associated with AI-assisted legal research and the presentation of unverified authorities. They underscore that, whatever technological tools are used, professional responsibility remains with counsel, particularly the obligation to independently verify authorities before presenting them to court.

The High Court of Uganda has affirmed that service of court summons through WhatsApp may constitute effective service where the requirements for electronic service are satisfied.
In Super Image Limited and Another v. Micro Finance Support Centre Limited, HCMA No. 0878 of 2026, Hon. Lady Justice Susan Odongo held that summons served through WhatsApp were effective, relying on Rules 3 and 4 of the Judicature (Electronic Filing, Service and Virtual Proceedings) Rules, 2025.
⚖️ Key takeaway:
Electronic service can have binding procedural consequences. Parties and advocates should treat electronically transmitted court documents seriously and maintain proper records of receipt and transmission.

🇳🇬 NIGERIA LAUNCHES NATIONAL DIGITAL CLOUD POLICY TO BECOME WEST AFRICA’S DIGITAL HUB
Nigeria has unveiled its National Digital Cloud Policy to attract investment in data centres, cloud infrastructure, connectivity and artificial-intelligence computing capacity. The Policy seeks to position Nigeria as a hosting, processing and interconnection hub for West Africa and Sub-Saharan Africa. It strengthens the Cloud First approach across federal institutions, establishes coordinated procurement and a National Digital Marketplace, promotes cross-border data flows, and applies risk-based sovereignty controls to defined government and regulated data. It targets US$250 million in private investment within 12 months and US$750 million within 24 months.
🇺🇬 Although the Policy specifically concerns Nigeria, it offers a useful reference point for Uganda. A dedicated national cloud framework could help Uganda coordinate public-sector cloud procurement, clarify data-residency and sovereignty requirements, attract investment in local data infrastructure, strengthen cybersecurity, and support secure and interoperable digital public services, including within the justice sector.
