In the US, mostly each state is essentially its own country, with its own culture and policies. And depending on states, the very climate and natural environments change. So yes, moving from one state to another can be quite the dramatic change. The only exceptions are some small states on the east coast.

Why would he? Instead, he will (and has been) following the communist handbook. First he freezes the rent while still making landlords pay their bills and taxes. Then when landlords inevitably can not keep up with the maintenance of their properties because of the government, call them neglectful and seize their property.
